Many colleges are chock-full of progressive students who support the measure, though outrage over distance learning is growing among many who resent having to pay exorbitant fees for tuition they see as substandard.

Vaccinated New Zealanders in Australia can go home from February 27 without needing to stay in government quarantine facilities, while New Zealanders in the rest of the world will be able to do so in two weeks.

Foreign vaccinated tourists and some skilled workers can enter the country from March 13, and up to 5,000 foreign students will be allowed entry from April 12.

Under the plan, tourists from Australia and other visa-free countries such as the US will only be admitted by July, while travelers from the rest of the world will be barred until October.

All travelers will still have to self-isolate for 10 days, Ardern said.
